Brussels Threatens Legal Action After Nine Countries Fail To Submit Their HomeworkBrussel dreigt met de rechter nadat negen landen hun huiswerk niet inleveren

The European Commission has escalated infringement proceedings against nine member states that failed to submit the national building renovation plans required by the Energy Performance of Buildings Directive. Belgium, Czechia, Ireland, Italy, Luxembourg, Hungary, Malta, Poland and Slovakia missed the 31 December 2025 deadline for their draft strategies on making their building stock more energy efficient, and had still not sent them after formal warning letters in March.
In its October infringement package the Commission issued reasoned opinions, giving the nine two months to comply before it may take them to the Court of Justice of the European Union. The plans are part of the EU's ambition to decarbonise buildings by 2050.
The European Union has established an elaborate legal framework for transforming the continent's buildings, although persuading governments to submit the documents describing that transformation remains an unexpectedly demanding first step. Brussels has responded with its traditional instruments of persuasion: deadlines, formal notices and increasingly serious letters.
The buildings themselves remain largely unchanged, but the administrative architecture surrounding their eventual renovation continues to develop impressively.
Europe intends to become climate neutral by 2050, provided the paperwork arrives before then.
